(1) Bus Rapid Transit System (BRTS) for Jaipur City

Jaipur Development Authority (JDA) engaged the Company for providing the professional services in relation to development of the Bus Rapid Transit System in Jaipur City. As Project Management Consultant (PMC), PDCOR ensured a systematic approach to the entire project to create 45 Km of BRTS network considering integration with Metro. Along with supervision of detailed design, PDCOR played a pivotal role to obtain approval from the Ministry of Urban Development (MoUD), GoI for 50% funding under JnNURM. Total project cost for development of the Phase-I is approx. Rs. 600.00 crore. Union Minister for Urban Development and Hon’ble Chief Minister inaugurated Jaipur's first BRTS corridor of 7.1 km from Sikar bypass to Ambabari in July 2010.

(2} BRTS for revised alignment

Package II of BRTS as sanctioned by MoUD, GoI was dropped as it was overlapping with proposed Metro, and dedicated corridor was not feasible in view of limited Right of Way along the corridor. Therefore, PDCOR as per the scope of work assigned by JDA, suggested an alternative route for providing connectivity to Airport via B2 bypass and to Sanganer town. The final Project Report was submitted and the same was approved by the State Level Steering Committee and Central Sanctioning and Monitoring Committee. The project once implemented completely would benefit and positively impact the lives of about 30 lakh people of Jaipur city in terms of availability of better public transportation facilities and reducing vehicular air pollution.

(3) City Bus Operations for Jaipur City

PDCOR had earlier prepared DPR for procurement of 400 buses under JnNURM scheme for financial assistance. As a measure of continued confidence, Jaipur City Transport Services Ltd. (JCTSL) engaged PDCOR for Program Management Consultancy (PMC) for the implementation stage. Funding was approved by GoI. Based on the detailed work done by PDCOR, project is implemented and the city bus operation system was formally launched and inaugurated in July, 2010 by Hon’ble Union Minister, Urban Development and Hon’ble Chief Minister, Govt. of Rajasthan.

(4) DPR for Ajmer Bus Operations

Ajmer City Transport Services Limited (ACTSL), a Special Purpose Vehicle, was entrusted with a task of operations and management of Public Transport in Ajmer City. ACTSL is the nodal agency for operation of buses sanctioned and approved under JnNURM. Ministry of Urban Development, GoI had already sanctioned 35 nos. fully built 900 mm floor height standard size Non AC Buses for Ajmer City and released 50% of the share of Grant for purchase of Buses. As a next step, Phase – II DPR was required to be prepared to get the remaining funding from GoI. PDCOR was involved in the initial stages for preparation of DPR for Phase-I. The report was submitted by PDCOR to State Government and same was forwarded to Centre for approval. ACTSL appointed PDCOR as the Consultant for providing the services for preparation of Detailed Project Report for Phase–II as well for funding of buses under JnNURM and providing necessary assistance for getting approval of Phase –II DPR from state level nodal agency and MoUD, GoI. Funding was approved by GoI. Project is implemented and operational since FY 2011-12. The project is benefitting around 5.5 lakh people of Ajmer city in terms of availability of better public transportation facilities and reducing vehicular air pollution.

(5) Two laning of Sawai Madhopur to Mathura Road

The Rajasthan State Road Development & Construction Corporation Limited (RSRDC), an Authority engaged in the development of state highways and other state roads, decided to undertake two-laning of the section from Sawaimadhopur to Bharatpur up to Sewar bypass via Gangapur City through PPP on Design, Build, Finance, Operate and Transfer ("DBFOT") basis. PDCOR was selected through an open tendering process to conduct a study for determining the technical feasibility and financial viability of the Project. After submission of Final Feasibility Report by PDCOR, Bid process for selection of developer was undertaken by PWD. In absence of any bid, the project was finally transferred by PWD to RIDCOR for development. The project has been implemented successfully. The project is benefitting about 14 lakh people of Sawaimadhopur district. The benefits from the project include reduction in travel time, number of accidents, vehicle operating costs, better mode and frequency of transport, increase in roadside economic activities supporting transport activities, creating more employment opportunities, accelerating agro-industrial activities, inducing development and improving quality of life of rural population and thereby reducing migration.

(6) Upgradation and Development of Beawar-RAS-Lambiya-Merta Road, Lambiya-Jaitaran & Mangliawas-RAS Road Highway Project

Government of Rajasthan, through RSRDC decided to develop and upgrade a few selected existing state roads to certain standards required as per Indian Roads Congress. RSRDC decided to take up detail engineering of these selected projects through consultants/ consultancy firms having vast experience in this field. The work included survey, soil investigation, traffic study including Origin-Destination surveys, planning & design to develop existing roads to the required lane width as per standards. Based on the highly competitive process through an open tendering, PDCOR was selected as the design consultant for the project.

On the basis of final DPR submitted by PDCOR, RSRDC has implemented the project successfully. The approximate length of the Project Road is 138 kms. The project road passes through three districts of the State i.e. Ajmer, Pali and Nagaur and the project is benefitting about 79 lakh people of these districts. The benefits from the project include reduction in travel time, number of accidents, vehicle operating costs, better mode and frequency of transport, increase in roadside economic activities supporting transport activities, creating more employment opportunities, accelerating agro-industrial activities, inducing development and improving quality of life of rural population and thereby reducing migration.

(7) Two laning of 5 Road Sections of total 302 Kms

The Company was selected through competitive bidding by PWD, Rajasthan for preparation of Feasibility Study for Two laning of (i) Sardarshahar - Lunkaransar section); (ii) Noorpur Phata-Sattasar section, (iii) Churu-Taranagar section; (iv) Taranagar - Nohar section and (v) Churu - Bhaleri section totaling 302 Kms.

Final feasibility reports have been submitted for all road sections. The project would benefit about 44 lakh people of Bikaner and Churu districts and 10,000 Passenger Car Unit (PCU) per day. Expected benefits from the project include reduction in travel time, number of accidents, vehicle operating costs, better mode and frequency of transport, quick access to quality healthcare, educational and other infrastructural facilities, increase in roadside economic activities supporting transport activities, creating more employment opportunities, accelerating agro-industrial activities, inducing development and improving quality of life of rural population and thereby reducing migration.

(8) Development of a Transport Hub at Railmagara, Rajsamand

In order to further develop transport infrastructure in the State, Ministry of Road Transport and Highways contemplated implementing two projects namely establishment of Institute of Driving Training Research (IDTR) and Inspection & Certification Centers (I&CC) at Railmagara and GoI decided to develop the first pilot transport hub at Railmagara. M/s Ashok Leyland and Agharkar Research Institute (ARI) Pune were assigned the task to develop IDTR and I&C respectively. GoR had formed the Transport Hub Development & Management Society, Rajsamand under the chairmanship of District Collector, Rajsamand for development of the hub. The Society engaged services of PDCOR for development of the project.

PDCOR submitted Master plan, DPR, Business Plan with Land Leasing Strategy, Human Resource, Administrative & Financial Procedure Guidelines and bid documents for infrastructure components for the hub. The project has been shelved by the Society.

(9) Intra-State Air Connectivity Project for the State

The Government of Rajasthan intends to start intra-state non scheduled flight operations in the State with small capacity passenger aircraft between different cities of the State. For this purpose, Bureau of Investment Promotion hired services of PDCOR for preparation of bid documents for selection of operator for intra-state non scheduled flight operations. The project report and the agreement framework for air connectivity was approved by the Committee set up by GoR. Bid documents were submitted & work on mandate was completed as per scope. Bids were invited by Civil Aviation Dept. and Supreme Transport Organisation Pvt. Ltd. has started flights between Jaipur-Jodhpur and Jaipur-Udaipur.

(10) Pilot Project on Rural Connectivity in Alwar Region

An efficient transport system is a pre-requisite for promoting and sustaining economic development in rural areas. It not only stimulates growth but also helps in integrating the backward regions with the mainstream of economic development by opening up trade, commerce and investment channels. In view of the above and with a vision to connect the last citizen of the State with mainstream of development, Hon’ble Chief Minister of Rajasthan as a part of his budget statement for 2009-10 had announced the Government’s intention to connect all Gram Panchayats of the State with bus services in an efficient, affordable and safe manner. Rajasthan State Road Transport Corporation (RSRTC) appointed PDCOR as Consultant to undertake Project Management Consultancy work for "Pilot Project of Implementation of Public Transport Services in Alwar region covering Districts of Alwar, Dausa, Bharatpur, Karauli, Dholpur and Kotputli Tehsil". PDCOR undertook a two-phased approach i.e. (a) Preparation of Approach Paper for the State and (b) Undertaking Bid Process Management for implementation of Public Transport (Bus) Services in selected districts of the State.

Operators were selected by RSRTC and Services are in operation. GoI has appreciated the Rural Transport Service model adopted in Rajasthan and prepared a scheme to replicate it all over the country.
