INDUSTRIAL DEVELOPMENT

(1) Preliminary Assessment to Identify Early Bird Projects for Pali-Marwar Industrial Area of DMIC

GoI has initiated the DMIC Project to promote industrial development along the Dedicated Freight Corridor (DFC). Pali-Marwar Industrial Area is one of the five nodes identified in Rajasthan for mega industrial development along the DFC. This node offers enormous potential for industrial development growth in the coming years. Pali-Marwar Industrial Area (node no. 11) will be located within 50km from the Dedicated Freight Corridor at Marwar. Government is planning to develop this industrial corridor, comprising industrial clusters, industrial Parks, Power Projects, Townships etc, after preparation of Detailed Perspective Plan. In order to attract investments from various industrial bodies, the proposed region needs to possess certain basic infrastructures such as road, electricity, water etc. Therefore, PDCOR was assigned a study for identification of most suitable area for planning and development of the proposed node and early bird projects in Pali-Marwar Region to support the overall development of region. PDCOR after conducting a reconnaissance survey and situational analysis of existing infrastructure, Stakeholders’ consultation suggested infrastructure requirements for the proposed node. Final report was submitted in November 2011. The project once implemented would promote industrialisation and employment generation in the State.

(2) O&M of Agro Testing Centres located in 4 Agro Food Parks in the State on PPP

RIICO had established four ATCs in each of the Agro Food Parks at Boranada (Jodhpur), Ranpur (Kota), Sri Ganganagar and Alwar. These ATCs were set up to provide testing services for agro/food products for the industrial units located in the region. RIICO decided to rope in a strategic private sector partner who could operate and manage these Centres on Public Private Partnership (PPP) basis. To develop an appropriate PPP project structure and to provide transaction advisory support for selecting strategic private sector partner through competitive process, RIICO hired services of PDCOR. Projects have been implemented on ground and the selected operator is successfully undertaking operation, maintenance and management of all four centres since April 2015. These Centers are providing food testing services to the agro and food processing units located in the Agro Food Parks.

(3) Financing Plan for land acquisition in DMIC for RIICO

The Delhi-Mumbai Industrial Corridor Project is an ambitious project aimed at developing an Industrial Zone spanning across six states in India which will greatly help in achieving objectives of "Make in India" mission of GoI. The corridor would include six mega investment regions of 200 square kilometres each and will run through states of Delhi, Uttar Pradesh (Western part), Haryana (Southern part), Rajasthan (Eastern part), Gujarat (Eastern part) and Maharashtra (Western part). RIICO has to acquire land for this project and PDCOR was assigned to prepare a Financing Plan for land acquisition to enable RIICO to raise necessary funds from banks/financial institutions. The Final project report / Financing Plan was submitted in May 2015. The project once implemented would promote industrialisation and employment generation in the State.

(4) Special Investment Regions (SIR) Act for the State of Rajasthan

GoR is contemplating developing SIRs across the State aimed at creating world class infrastructure people of the State through increased economic activities. Accordingly GoR intends to promote investments in manufacturing sector and downstream sector in related industries through development of SIRs and industrial corridors in the State. In the first phase, the GoR intends to develop a SIR for downstream manufacturing industries along the proposed Dedicated Freight Corridor. In this regard, the Company was entrusted to provide advisory services to Bureau of Investment Promotion (BIP), for formulating an enabling legislation for the establishment of SIR in the State. The draft legislation submitted by PDCOR has recently been passed by the State Assembly. The project once implemented would promote industrialisation and employment generation in the State.
