WATER RESOURCES AND WATER SUPPLY

Major assignments undertaken in this high priority sector include the following:
(1) Bhilwara Water Supply Project

One of highest priority areas of GoR is to make drinking water available to common people. As a part of this mission, the GoR contemplated supply of drinking water to 9 towns and 1688 villages of Bhilwara district including 23 en-route villages of Bundi district with raw water source from Chambal River with financial assistance from NABARD under, “National Rural Drinking Water Programme” (NRDWP) and state funds. A detailed assessment of all the techno-commercial aspects of the proposed project was required to be carried out prior to implementing the same on ground. PDCOR prepared the Detailed Feasibility Report for this project for PHED. The final DPR submitted by PDCOR was approved and the project is under implementation by PHED. The project would provide sustainable drinking water supply to about 25 lakh people.

(2) Water supply for un-serviced parts of 7 towns and 978 villages of Nagaur District

PDCOR acted as project development consultant to study the feasibility and prepare DPR for providing water supply to un-serviced parts of Nagaur District through Indira Gandhi Canal based Nagaur Lift Water Supply project Phase – II under NRDWP support fund and thereby provide fresh water to the un-serviced area. Scope of services of PDCOR included collection and study of primary and secondary data, water resource assessment, proposed infrastructure, environment impact assessment, financial & economic analysis, preparation of tender document on turnkey basis & project manual as per international standards. The scope of work has been accomplished and the project is under implementation with assistance of Japan International Cooperation Agency (JICA). The project would provide safe and adequate drinking water supply to people of 7 towns and 978 villages suffering from acute scarcity of potable water and contaminated ground water, thereby reducing hardship and improving health and quality of life.

(3) Augmenting water supply to Bisalpur Dam

The company is working with Water Resources Department towards augmenting reliability of Bisalpur Dam by interconnecting or transferring surplus water of Chambal Basin to Brahmini to Bisalpur Dam (Banas Basin) to ensure sufficient availability of water upto the year 2045 to various towns and the rural areas. It will benefit approximately 1.26 crore people (by the year 2045) of 19 towns of Ajmer and Jaipur districts, rural areas of Ajmer and enroute villages along Jaipur transmission main.

The Detailed Feasibility Report prepared by the company has suggested the best option for Chambal - Bisalpur Link Project and also funding and PPP options for the project. The next stage would involve preparing detailed project report to avail CWC approval for the project. The Company has submitted all reports under stage-I.

(4) Water supply to Alwar district from Chambal river

To improve water availability in Alwar district the company has worked with PHED, GoR for preparation of Feasibility Report for supplying drinking water to urban and rural areas of Alwar district from Chambal river.

GoR desired to include water supply to remaining areas of Dholpur and Bharatpur district also from the proposed system. Accordingly, final feasibility report alongwith survey report incorporating demands of both Dholpur & Bharatpur districts along with DPR & Tender Document were submitted in May 2015. The feasibility report submitted by the Company has been approved by the Technical Committee of the PHED. The scheme/project would benefit about 1.4 crore people of Alwar, Dholpur and Bharatpur districts and provide sustainable source of drinking water to these districts till year 2051.

(5) Water Supply Project for five clusters of villages of Udaipur region

For sustainable surface source based drinking water supply project for 1249 villages, 3 towns and 137 other habitations of Udaipur region, the Company is undertaking Survey and preparation of Detailed Project Report and Tender documents for PHED. Final Reports for Administrative & Financial and Technical sanction have been submitted for all projects except for some habitations and towns which have been put on hold by the department due to source issue. The project once implemented, would benefit around 22.23 lakh people over design year 2051.

(6) Parallel Carrier System to Rajiv Gandhi Lift Canal

To help in resolving drinking water problem of problematic habitations of selected villages/ towns of Jaitaran and Rohet in Jodhpur and Barmer districts, the Company is closely working with PHED as project development consultant for Parallel Carrier System to Rajiv Gandhi Lift Canal from 1109 RD of Indira Gandhi Main Canal. Inception report submitted by the Company has been accepted. Feasibility report has also been submitted. Work on other milestones is in progress. The project would benefit around one crore people till year 2051.

(7) Drinking Water Supply Project for Villages of District Jaisalmer

In order to resolve drinking water problem of problematic habitations of selected 60 villages and 183 other habitations of district Jaisalmer the company is working with PHED for Drinking Water Supply Project from 105 RD SMG branch of Indira Gandhi Nahar Project. The Company as project development consultant for the Project carrying out Topographical Survey, Geotechnical Investigation, prepare Designs and Drawings including Detailed Project Report and Draft Tender Document for this Drinking Water Supply Project. Draft report has been submitted. Work on other milestones is in progress. The project would enable 1.5 lakh people to have sustainable access to clean drinking water upto year 2051.

(8) Water supply for Prithviraj Nagar (South) and Jamdoli Agra Road, Jaipur

The inhabitants of Prithviraj Nagar (South) and Jamdoli Agra Road area of Jaipur city had raised demand on PHED for sustainable and reliable water supply scheme. For preparation of water supply scheme, it is essential to carry out survey work including preparation of L-Section as well as topographical survey, engineering design including distribution network, source feasibility, hydrology etc. so that the scheme can be properly prepared and implemented. The Company is working with PHED as project development consultant for the Project. The inception report and survey details have been submitted and work on other milestones is in progress. This project would benefit about 8.5 lakh people residing in the area.

(9) Water supply in identified villages of Barmer District

The State Government in the Budget announcements for financial year 2013-14, had announced for the water supply in 322 villages of Chouhatan, 140 villages of Gudamalani Tehsils and 205 villages of Sheo and Ramsar tehsils of Barmer District. PHED engaged the Company for providing the professional services for preparation of Detailed Project Report and Tender Document for water supply in these villages. The work on mandate is completed and project is under implementation by PHED. The project would provide sustainable drinking water supply to these villages of Chouhatan, Gudamalani, Sheo and Ramsar tehsils of Barmer District.

(10) Water supply in identified villages of Jalore District

The State Government in the Budget announcements for financial year 2013-14, announced to undertake water supply projects for:

a) 267 villages of FR project in district Jalore;
b) 138 villages of DR project in district Jalore ;
c) 263 villages of HR-1 project of Gudhamalani Tehsil of district Barmer;
d) 256 villages and Bhinmal Town in district Jalore.

In view of the above, PHED engaged the Company for preparation of Detailed Project Report and Tender Document for the projects mentioned above at (a), (b) and (c); and for upgradation of estimates of 256 villages and Bhinmal Town in Jalore district on present market rate and preparation of sub-packages & Tender document. The work on mandate is completed and project is under implementation by PHED. The project would provide sustainable drinking water supply to these villages of Jalore and Barmer District.

(11)Village Water Security Plan for Udaipur Region

PDCOR was adjudged technically most competent and its financial quote was the lowest for Request for Proposal invited by PHED, GoR for the above mentioned work. Accordingly the work was assigned by PHED to PDCOR for preparing the village water security plans including DPR for 859 nos. villages as per latest NRDWP (National Rural Water Drinking Water Program) covering demographic, physical features, water sources, geographical co-ordinates etc., social survey covering the existing status of households and water availability status etc. in consultation with Gram Panchayats. The villages covered under the project are from six districts of Udaipur region i.e. Udaipur, Rajsamand, Chittaurgarh, Pratapgarh, Banswara and Dungarpur. Technical DPRs cum Village Water Security Plans were prepared based on social surveys, hydrological surveys, institutional survey, household survey and topographic surveys for 833 villages of Udaipur region alongwith preparation of technical estimates and drawings. Funding was approved by GoI and projects have been implemented by PHED on ground in a phased manner as per availability of funds.

(12)Comprehensive water laws for the State of Rajasthan

In an attempt to address the increasingly pressing water shortage in the State, the GoR with support of the European Union is implementing the State Partnership Programme in the water sector since 2007. In the context of the State wide water sector reforms under this programme, a number of existing laws have been reviewed and commented upon which need to be harmonized and finalized in order to ensure that they meet requirements of National and State Water Policies, other related Act & Regulations. To achieve these objectives, State Water Resource Planning Dept assigned the task to the Company to review and make recommendations to amend existing water legislations wherever necessary to put in place a comprehensive framework meeting the objectives of GoR. The revised draft report on "Draft Water Bills" was submitted in September 2015. A national level workshop was held on 19th September 2015 at Delhi and further local level stakeholder consultation was held in March 2016 at Jaipur. The Final Report would be submitted after finalizing comments received on the Draft Bills from the Department and their incorporation in the report.
